The Vespers have started monitoring key Cahill locations around the world, including Easter Island. In order to visit the stronghold undetected, Cahill agents have to skydive onto the island, using the HALO technique to avoid enemy radar. It's a risky move, but allowing the Vespers to track the agents' locations would be even more dangerous.
